Bad Horse For Sale Pictures #7

Why, why, why, would someone try to ride a horse while dragging a lead rope?
And what would make you think that this picture of a terrible safety infraction would help you sell your horse?

    I'll bet the horse is not ride-able, but they are trying to pass it off as ride-able, thus the lead rope. If it tries something funny in the few seconds they try to take the picture, someone can grab the lead rope to rescue the rider. I'm sure there's logic in there somewhere.
